Achieving High Performance in Pakistani HEIs: a Framework for Sustainable Improvement

This study examines the applicability of the High-Performance Organization (HPO) framework in addressing performance challenges in Pakistani Higher Education Institutions (HEIs). Despite global efforts for quality improvement, Pakistani HEIs face issues like outdated curricula, faculty shortages, inadequate funding, and poor management. Using an exploratory quantitative approach, data were collected from six public HEIs in Punjab via the HPO questionnaire, analyzing 259 responses. Findings confirm the validity of the HPO framework’s five factors—Management Quality, Openness and Action Orientation, Long-term Orientation, Continuous Improvement, and Employee Quality—within this context. The study highlights the framework’s effectiveness in identifying and addressing key performance gaps. The research contributes theoretically by extending the HPO framework to a new sector and region, and practically by offering HEI leaders a structured pathway to enhance competitiveness and educational outcomes. The insights are particularly relevant for developing countries with similar challenges. Future research should explore its application in private HEIs, other provinces, and over time to assess sustained impact. This study not only enriches literature on higher education performance frameworks but also provides actionable solutions for fostering excellence in Pakistani HEIs.
